Screwing out the mixture screw will richen the mixture in Savage's case. It depends on the carb model and design. The screw is located at the engine side of the idle jet so it controls the amount of mixture. If it were on the air cleaner side of the jet, it would control the amount of air through the idle passage and lean out the mixture when opened.
